There are no shortage of problems in the Commonwealth. Poverty, unfettered gang violence, and rampant discrimination are commonplace-- and that was before the bombs fell. Elaine doesn't seek a return of the Old World or its values. Rather, she hopes that the destruction that was left after the war can give birth to new opportunities for a just society. Elaine sees her role as the Director of the Institute much like she saw her life as a criminal defense attorney before the war: to enable everyone to have a chance at a free life.

But it was taken almost as quickly as it was given as the port city went up in flames and she was soon sold into slavery. Her life had taught her not to depend on the kindness of others but the strength of one's own brow. When she finds that the Dragonborn is unwilling to risk his own faith to save the lives of others, she has to take the fate of the world into her own hands.
